Oklahoma teens can begin driving under limited circumstances at age 15, but they cannot obtain a learner permit until at least age 15½. 

Teens enrolled in an approved Driver Education course may qualify for a learner permit at 15½, while those without Driver Education generally must wait until age 16. The earliest age for an unrestricted license is 16½ for drivers who meet Oklahoma’s requirements.

Oklahoma’s Graduated Driver License System

Oklahoma is one of many states that now use a Graduated Driver License (GDL) system in an effort to reduce traffic accidents. The specifics of these programs vary from state to state, but Oklahoma’s GDL program includes four phases.

Student Drivers

Student drivers technically have no license at all, and they cannot drive on their own. To qualify as a student driver, you must be at least 15 years old. Student drivers may only drive while accompanied by a certified driving instructor or public school instructor.

Learner Permit

Teens enrolled in an approved Driver Education course may be eligible for a learner permit at age 15½. Without Driver Education, the minimum age is generally 16. With a learner permit, you can only drive if you are accompanied by a licensed driver who is at least 21 years old. 

Depending on your age and Driver Education status, requirements for a learner permit may include:

  • Pass the Oklahoma written exam
  • Be enrolled in and receiving instruction in an approved Service Oklahoma Driver Education course (for drivers under 16)

Driver education is required for those who are under 16, but the course is optional for drivers who are at least 16 years old.

Intermediate License

The age and permit requirements for an intermediate license depend on whether you completed Driver Education. With Driver Education, you may qualify as early as age 16 after holding a learner permit for at least 180 days and satisfying the other requirements. Without Driver Education, you generally must be at least 16½ and meet a longer learner-permit requirement.

To qualify for an intermediate license, you must:

  • Hold a learner permit for at least 180 days
  • Have at least 50 hours of behind-the-wheel driving experience and training
  • Have no traffic convictions for the previous 180 days
  • Have a learner permit that has not been expired for more than 3 years
  • Complete an Oklahoma Work Zone Safe course

The intermediate license is the last step prior to getting a full, unrestricted license.

Unrestricted License

An unrestricted license removes the driving-hour and passenger restrictions that apply to an intermediate license. The requirements and earliest age for obtaining one depend on whether the driver completed an approved Driver Education course.

Drivers who completed Driver Education may qualify for an unrestricted license as early as age 16½ after meeting Oklahoma’s licensing requirements. Drivers who did not complete Driver Education generally must wait until at least age 17 and satisfy the applicable requirements for advancing from an intermediate license.

An unrestricted license allows a driver to operate a vehicle without the GDL restrictions that apply to intermediate license holders. However, other Oklahoma licensing requirements may still apply depending on the type of vehicle being operated.
